Obama Pushes 'The Right Thing' For Workers: Paid Leave, Minimum Wage, Pay Equity

  1. With the State of the Union address on Tuesday night, President Obama once again called out for a raise in the standards of the American workplace. Obama made comments such as, “Today, we’re the only advanced country on earth that doesn’t guarantee paid sick leave or paid maternity leave to our workers" and "“To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it" to support his stance on pushing paid leave and raising the minimum wage. These are not new concepts brought up by the president however, two years ago, the Democratic party requested a raise in the minimum wage to $10.10. He also claims that paid sick leave won on the ballot last year, yet nothing has been done. Obama feels that implementing these policies has been proven well deserved by our nations people and will eventually help the economy as more and more people go out and spend money, causing the system to circulate. Congress has not done their job and refuses to pursue or pass anything Obama and his team have to offer. Republicans are opposed to such measures because they generally dislike Obama's place in office and support other ideas. If President Obama wants these things done, he will need to be creative, and do things such as accounting tricks to get around the system. “He realizes Congress is never going to work with him,” said Ross Eisenbrey, vice president of the Economic Policy Institute, a progressive think tank. “It’s clear -- it’s absolutely clear -- so if things are going to get done, he has to do them by himself".

President Obama states “We need to set our sights higher than just making sure government doesn’t halt the progress we’re making.” He realizes that we are the only nation that doesn’t have paid leave for sick days and maternity. If minimum wage increases it will become $10.10 under federal contracts. This will help the economy because those in highly condensed areas would benefit the most. A lot of money would be placed in the economy and save billions in taxpayer dollars. The minimum wage would help family incomes of single parent homes. It is said that Republicans are opposed to these measures because minimum wage would result in job losses. Republicans believe that raising minimum wage would damage everything from small businesses to teens looking for part- time jobs. President Obama will take matters into his own hands if these things don’t get done. He plans to use executive power and veto when there is something he disagrees with.

President Barack Obama is pushing paid leave, raising the minimum wage, and paying equity during the State of the Union address. Obama said, "Today, we’re the only advanced country on Earth that doesn’t guarantee paid sick leave or paid maternity leave to our workers. Forty-three million workers have no paid sick leave." By hearing this, I believe that his rationale towards is to try and implement this new law in order to help create peace. The article also states that the president's paid leave push underscores a basic divide with the GOP House and Senate. Instead of mandates on employers, the Congress is placing legislation that would deregulate industries rather than regulate them. Barack Obama's rationale on minimum wage is that it has already been tried to be done previously by the Democrats about two years ago. He says, “To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it,” the president said. “If not, vote to give millions of the hardest-working people in America a raise.” This shows that he strongly believes it would be best for the US community to have a raise. This would allow families to live without being so worried about being tight on money. He also believes that people should be paying equity. He believes that all of this would help pay women fairly and legally. Right now, women are being paid less than their male counterparts. People claim that it is 2015 and people should be having equal rights. This will help the economy because people will not be so tight on money and will be more willing to spend their money which will in return help any debt. Republicans are opposed to these measures because they are not on Obama's side being a democratic. They have their own separate opinions and beliefs. If Obama wants to make any of these laws happen, he would need to address them in a way that both the Democratic and Republican side would adhere to. They must compromise in order to make a law efficient.

He is wanting for workers have paid leave, raising the minimum wage, and paying equity even more so he is pushing it even more during his speech on last Tuesday night. Obama stated “Today, we’re the only advanced country on earth that doesn’t guarantee paid sick leave or paid maternity leave to our workers,” and “And since paid sick leave won where it was on the ballot last November, let’s put it to a vote right here in Washington. Send me a bill that gives every worker in America the opportunity to earn seven days of paid sick leave. It’s the right thing to do.” From what he said, I interpreted it as he wanting to have everyone together without war and everyone is at peace. For his supporting state for paid leave and raise minimum wage President Obama says “To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it,” Also, President Obama said that a minimum wage of $10.10 was put forward two years ago, but not everyone has followed and raised it. Having this raise will help millions of families in need and for them to live without worrying about money and for them to go into a big debt boat. It will also help get women to get paid equally to men for what women’s jobs are. Republicans oppose his ideas and the measures because they don’t like Obama from the beginning and don’t want to support what he does. Since they are two different party’s they have different viewpoints and opinions on what is important and what’s not. If President Obama wants to make anything happen, he has to do it all alone or else nothing will happen. Or he can try to manipulate the system and work it somehow for it to work out.

We need to do more than just do no harm.” Obama wants to improve conditions for the lower and middle class so that they have the opportunity to become successful in the economy. By implementing paid leave, raised minimum wage, and paid equity, more people would be willing to work and they would have more money in their pockets to spend. When people are sick or if they are on leave for approved reasons, they’re struggling to financially survive. Giving workers paid leave and improving the minimum wage will not only give people more money to spend in the economy, but it was also lead to happier employees. Republicans are opposed to these measures because they believe that raising the minimum wage will decrease the amount of jobs that are available for teens and adults. Also, considering that he is a Democrat and they are on opposing sides, Republicans don’t want to support Obama in anyway. If Obama wants these things to be put into action, then he is going to need to strategize and try to make American’s (of any party) believe that these changes will benefit the economy as a whole. He will need to do this because without making Americans want these changes, nobody will be willing to help and fight for them.

President Obama wants to establish rules governing how the economy works for everyday working people; he states “today, we’re the only advanced country on earth that doesn’t guarantee paid sick leave or paid maternity leave to our workers.” While instituting the new minimum wage to $10.10 for workers under federal contracts, it is the goal to give workers closure with the fact that they don’t have to constantly worry about not making enough to support their families and homes, “To everyone in this Congress who still refuses to raise minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it”. Republicans continue to go against the ideas portrayed by Obama for their dislike towards him since the beginning of his presidency. They have continued to block the bill from passing in both chambers while also remaining seated during the conference held Tuesday. If President Obama wishes to go forth and get these things done, he is going to have to work harder and strategize in order to get those from both parties to on his stance. He realizes that Congress is never going to work or agree with him, and use all of the tools available to him in order to make his ideas a reality for the people.

President Obama says “Today, we’re the only advanced country on earth that doesn’t guarantee paid sick leave or paid maternity leave to our workers” and believes that we should implement a bill that would give every American the right to earn seven days of paid leave. He says that this is “the right thing to do”, making his rationale based on morality. His rationale for pushing for the increase of the minimum wage is that it is ridiculous to believe that one can work full time and support a family on less than $15,000 a year. His rationale for pushing for pay equity across both genders is that he believes that men and women should get equal pay for equal work. This would help the economy because it would secure the economic standing of those low-wage workers who need time off due to sickness, it would enable the lower class to better support their families with higher set wages, and it would ensure of gender equality among men and women by ensuring they receive equal pay for equal work. This in turn would result in the spending of more money among the lower class and women, which would boost the economy as more money is circulating through the economy. Republicans are opposed to these measures because they believe in the deregulation of businesses. Supporting these policies would place grater regulations on businesses. If President Obama wants to get things done, he will have to use his executive power to implement the laws he can. This is so because the entire House of Representatives is dominated by the Republican Party, and therefore would make it impossible to pass any bill of legislation that the Republican Party disagrees with.

  9. Last Tuesday, President Obama hosted the State of the Union address, and one of the major topics he spoke about was minimum wage. From the general topic, he spoke about specifics, such as paid leave, increasing the minimum wage, and paid equality. Obama feels that if the minimum wage is raised to something more feasible for living off of, then in time it will help the economy stabilize and more towards a brighter future. Paid leave and paid equality will be a huge benefit for people, especially those who are sick, leaving work for mandatory reasons (pregnancy, medical conditions, etc.) and generally for people who aren’t able to financially support themselves on the minimum wage they are receiving now. Raising the minimum wage will result in happier employees, new job opportunities, and a growing economy. Republicans are completely against Obama’s attempts to help citizens with the minimum wage issues. For republicans, they believe that raising the minimum wage will decrease the amount of jobs available for teenagers and adults. If Obama wants to succeed in any way dealing with the republicans over the minimum wage issue, he will need to work harder and strategize in order to get the opposing party on his side. He needs to show the Republicans that increasing the wage is beneficial in the long-term, and will help out millions of Americans.

  10. Obama is trying to push for paid leave because it will allow workers to stay home while sick or helping a sick family member and not be scared of losing pay. He's pushing to increase minimum wage because as he said in his speech “To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it." Obama is trying to press for equal pay wage because he understands that women are being paid less then men and it's just wrong. All these things will help the economy because once people are getting more money they'll spend more. Also, it will decrease the amount of discouraged workers. All Republicans are opposed to these because it helps the middle class and minorities and not the one percent. Also they just don't want to agree with Obama. Since Obama wants these things done he'll have to do it himself since the republicans are so against him.

  12. As every other president, President Barack Obama gave his state of the union address last Tuesday. He spoke about multiple topics, one being raising the minimum wage. He also discussed equal paid for equal jobs and paid leave. He states “To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it". He's really pushing this topic because there needs to be change and we all know it. Having put these issues to work to fix them, it will definitely help the economy. Right now, all those people who work hours and hours and still don't even get paid enough money to feed their families, well, they don't spend money because they don't have the money to spend. If we put more money in their pockets, they will have the money to spend and businesses will grow. Resulting in a moving economy. Republicans simply don't care about anyone but themselves. As long as they have money, they want everyone else to be miserable. President Obama will have to use his executive powers to be able to put his laws into work. The Republicans will not help him, they will do everything in their power to stop him, and for the next 2 years, they will be doing the same thing that has been done for the last 6 years...nothing.

He believes that we shouldn't accept an economy that doesn't work for the majority. He believes that the government should provide more assistance instead of just being idle and not helping at all. Another one of his beliefs are that the minimum wage now isn't reasonable. It's not enough to live off of and we should raise it to ensure that people are getting the money that they need. To make a long story short, he is trying to establish all of these policies because he believes that people deserve equal opportunities as long as they work for it. If you're giving the people the chance to make more money, more people will strive to try to get paid. Also, if the minimum wage was raised, people would have more money to spend which will fuel the economy as well. Republicans are opposed to this simply because President Obama is a Democrat and they refuse to work with him. So if he wants to get anything done, he has to do it himself.

The raise in salary will benefit millions of families and they will not have to work so many jobs just to make ends meet. Republicans oppose his measures because they dislike Obama and don't want to be seen agreeing with any of his policies even if they are good. An estimated 39 percent of private-sector workers, most of them in lower-wage industries like food and retail, are not guaranteed paid sick days. If we pay workers for these sick and maternity leave days, it would greatly benefit workers on the lower end of the U.S. economy . Obama also wants to raise the minimum wage because he believes that no one should have to live on only $15,000 a year. People cannot afford much of anything when living that kind of lifestyle. The President even remarked, “If you truly believe you could work full time and support a family on less than $15,000 a year, go try it.” He really wants to push Congress to raise the minimum wage because he knows that people need money to survive. And the last issue is about the Paycheck Fairness Act, which gave women equality in the workplace with equal pay as men who work the same job. The President said, “This Congress still needs to pass a law that makes sure a woman is paid the same as a man for doing the same work. Really. It’s 2015. It’s time.” These different measures will help the economy because it will put more money in circulation and people with lower incomes will be able to afford a little more. Republicans are opposed to these measures because they believe in the business side of things. They have completely opposing views from Obama and they simply do not support anything he says. If President Obama wants to implement all of these measures, then he will have to them himself. He will have to use executive action to get the ball rolling on all legislation that he wishes to propose. If not vote to give millions of the hard working people in America a raise" Obama simply wants that employees everywhere in the United States are treated equally and fairly. He focused on allowing workers to be granted paid sick days, maternity/ paternity leaves, and equal pay for women. This benefits workers in ways that if they get a satisfying paycheck, they will be able to purchase goods unavailable to them, due to their precious low pay, which would also benefit the economy itself; their ability to buy more goods will increase business profit , eventually causing those businesses to hire more employees due to increase in demand. Republicans are opposed to this because they have entirely different views than Obama does, and are (simply put) against anything that is Obama. If the president truly wants to see change and succeed in his ambitions, he will have to take action without including congress's support which he most likely will never get.

This past Tuesday night President Obama addressed the nation and touched on issue such as immigration, minimum wage, unemployment, taxes, and middle-class economics on top of many other subjects. Many say that in this address President Obama sounded more like he did while running as a candidate, and commend him for saying just what the democrats wanted to hear. But a major problem is that while Obama wants to work with the new republican led Congress to get some kind of legislature passed, it is more than likely that the republicans will not let anything get passed. “I have no more campaigns to run. My only agenda…” he was then cut off by a majority of the republicans laughing at this statement, only to come back with, “I know, because I won both of them” which quieted them down pretty quickly. That right there shows the rocky relationship between political parties. Although the U.S. job market is at the most steady rate it has been for a very long time, there are many other aspects that need to be improved in the workplace like paid leave, minimum wage, and gender pay equity. One think that President Obama was adamant on changing is to pass a legislation that would guarantee all workers paid sick days; and being the “only advanced country” that still treats our workers like this, it is time to change things. Through executive action, the President will make more modest changes since he wouldn't be able to make major changes, like a larger tax on the rich. How wouldn't any of this help the economy? When Obama proposed to increase taxes on the rich and increase the minimum wage he knew very well that the republicans would not allow that to happen. “To everyone in this Congress who still refuses to raise the minimum wage I say this: It you truly believe you could work full time and support a family on less than $15,000 a year, go try it,” President Obama said. But Republicans are so against this not because of the policy itself, but mostly having to do with the fact that they do not like that Obama is in office and believe that Republicans should be ruling the executive branch also. So to get this stuff done, the only thing the President can really do is hope that the new set in Congress is willing to compromise with the democrats.

  19. "....We need to do more than just do no harm." This is a great statement President Obama addressed to the Republican-controlling Congress last Tuesday during the State of the Union address. President Obama has been fighting and butting heads with Congress ever since his second term began. Only one bill has been passed and Congress has been "on strike" when it comes to passing a bill. Obama proposed paid sick days and family leave for workers across the nation. People in the restaurant business and food business do not get paid sick days causing them to go to work and spread germs. Not only is this hurting the employees but it is hurting customers who are eating out and trusting that their food is prepped safely by chef's and servers that are healthy. With the raising minimum wage proposal, that will put more money in our pockets to be spent in the economy. Businesses can not strive if they don't have customers so raising the minimum wage will help us put money into the economy, save the businesses and the people employed at the businesses. The same goes for women receiving equal pay. Higher household incomes and more money in the economy. The Republicans are saying that all of his ideas are non-starters and not well developed. Obama promised to keep working on them. Republicans also don't agree with the higher taxing of the wealthy of course. The Congress will not pass anything Obama wants. The only way things will get done is if Obama does it all himself. It's sad that it has come down to this, our nation is pretty much put on freeze.

Increasing the minimum wage and giving workers paid leave will help the economy and the American worker doesn’t have worry about their families as much. The Republicans are against Presidents Obama’s because Republicans believe in the deregulation of businesses. Also, from day one of Obama’s presidency the Republicans were against anything that he does. If Obama want things to get done he has to use executive power. His policies are against the Republicans ideas and they are not willing to compromise. The Republicans are willing to do anything to make President Obama look bad.

Obama pushed for “lawmakers to pass legislation that would guarantee workers the ability to accrue paid sick days on the job” so that everyone will have a chance to have their time off for whatever problem that may arise. Another topic was raising the minimum wage due to raising prices on many goods and the fact that we as Americans do need more money in our pockets for everyday expenses and bills. This will also boost the economy because more people will have money in their pockets for spending. The last topic addressed in this article was pay equity for all genders. All of this will help the economy by, once again, putting more money into workers’ pockets, allowing more people to spend money, and bringing in more revenue to the government. Republicans oppose these measures because Obama is a democratic. Different political parties tend to lean toward the viewpoints of members from their own party. In order for President Barack Obama to pass these bills, he will do whatever it takes. He already started using the pathos technique by getting people emotionally involved in the problems. “To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it.” Obama has executive power on his side, as well as millions of democrats across the nation.

He wishes to do all in his power to ensure that they have the opportunity to make a comfortable living. With many families struggling to survive paycheck to paycheck, unpaid sick leave can be the difference between dinner, shelter, starving, or homeless consequences. While the republicans seem to maintain the attitude that these people are not worth the extra $3, Obama recognizes that raising minimum wage could positively effect low income families. These changes will also indirectly benefit the entire economy. Low class citizens with extra cash means more money in circulation. The republicans continue to push this issue to the back burner. Avoiding the topic has seemed to work thus far, but it seems we can expect a new side of Obama. He has accepted that he is entering this alone with no assistance from congress. Will he make a "change"?..... I don't know. I don't think he is so sure either. If he can pull this off I will be impressed. Our president also is bringing back up his desire to increase minimum wage again to $10.10 he does so reaccuring because he knows that a family can not be supported with only $15,000 a year it's just not happening. Obama even calls Congress out and basically said: Look if you think familes can live off of only $15,000 year then you go out a try it. If not then bump up the minimum wage. If all these impliments were to be placed it would achevies Obama's goal which is to make sure the upper class wouldn't be the only one who are looked out for. This would also bring back the long dead middle class which would strengthen the economic chains in our country, but Congress has made it perfectly clear if Obama wants any of these to happened he's going to have to pull it off himself because Congress isn't backing him up in a lot of these decisions.

Many Americans are not fortunate enough to work a job that pays a six figure salary. They are forced to take more then one entry level job to make ends meet. In effort to combat this problem the President proposed a plan to give every American 7 days paid leave. A point was made that we are one of the few countries to not grant our hard workers paid leave. Unpaid maturity leave was another problem that arose, under no circumstances can a pregnant woman come to the workplace. Not only does it endanger the child, but she risks her own health and well-being as well. Paid maternity leave was proposed along side. Raising the minimum wage was one of the most important suggestions. President would like it raised to $10.10 per hour. Many Americans think one sided to this issue. But the long term effects would strengthen the economy because the more money you put into our pockets the more we spend. If Obama wants these things done he would have to make an executive order because nothing will progress if he doesn't take matters into his own hands because it's clear that Congress is not working with him.

  52. January 20, 2015 President Obama had the State of the Union Address that evening. During the speech, President Obama called out about having raises for the American workplace. He is wanting for workers have paid leave, raising the minimum wage, and paying equity even more so he is pushing it even more during his speech on last Tuesday night. Obama stated “Today, we’re the only advanced country on earth that doesn’t guarantee paid sick leave or paid maternity leave to our workers,” and “And since paid sick leave won where it was on the ballot last November, let’s put it to a vote right here in Washington. Send me a bill that gives every worker in America the opportunity to earn seven days of paid sick leave. It’s the right thing to do.” This would help the economy because it would secure the economic standing of those low-wage workers who need time off due to sickness, it would enable the lower class to better support their families with higher set wages, and it would ensure of gender equality among men and women by ensuring they receive equal pay for equal work. This in turn would result in the spending of more money among the lower class and women, which would boost the economy as more money is circulating through the economy. For republicans, they believe that raising the minimum wage will decrease the amount of jobs available for teenagers and adults. Obama will need to work harder and strategize in order to get the opposing party on his side.

  53. On Tuesday, President Barack Obama gave his state of the union address. He took this time to address many different subjects. Such as, raising the minimum wage, equal pay for equal jobs and paid leave of absence. There are people who work hours and still don't even get paid enough money to feed their families. This hurts the economy because they don't spend money because they don't have the money to spend. If they make a higher salary, they will have the money to spend and businesses will grow creating a flourishing economy. Republicans are opposed to his ideas because they believe that raising the minimum wage will decrease the amount of jobs that are available for teens and adults. Also, considering that he is a Democrat and they are on opposing sides, Republicans don’t want to support Obama. However, we should take into account what the Republicans are saying since it is a very plausible idea. It can't just always be Republicans vs. Democrats. As a Country, we need to work together. One side won't always have al the answers and we need to recognize that. If Obama wants to make any of these laws happen, he would need to address them in a way that both the Democratic and Republican side would be able to see as necessary. They must compromise from here on out.

  54. With the Presidential State Of The Union, as always, our president speaks on the adjustment of standards within the workplace. In his speech just a few days ago, President Obama outlined the importance of the middle class as well as the duty of the government to provide them with a more rewarding and incentive to remain in the workforce. Among the topics surrounding this subject, main ideas that arose was pay equity, raising the minimum wage and lengthening paid leave. With a diminishing middle class, Obama aims to work towards reinforcing the middle-class and creating a standard and equality across the economic statuses. During the speech he also compared the U.S to other developed countries making distinctions in a 'it's-about-time' sort of way outlining our need to make changes in accordance with international standards. By creating these incentives, these changes would bring about economic stimulation and a boost in GDP, as more people are remain in the workforce, and are paid more thus spending more towards taxes and such. Essentially he explains the change with a win-win sort of attitude reassuring the American people that the changes do not only support families but also the U.S at large. Republicans are opposed to these changes due to the viewpoint they hold in that minimum wages should not be raised, as it makes it more expensive for people to own and operate businesses. They also form grounds of disagreement based upon the biased opinion that it would diminish the funds and power of the government. Their bias mainly comes from the fact that they themselves, as well as their supporters live within the upper echelon of society and would have to pay more to workers and in taxes. If president Obama wants these things done, he will most likely seek the Republican's support and see if they support it in the House of Representatives. He will observe those in favor of it. Truth of the matter is the House of Representatives are mainly Republicans and if he doesn't get enough support to pass these laws, he will issue an executive action and take matters into his own hands.

He feels that raising the standards in the workplace will help to further stabilize the economy. Raising minimum wage to $10.10 could allow families to be able to better support themselves and live a more stable life. He believes that by doing this, the middle class will be more encouraged to work, thus producing more spending money in the economy. Republicans are opposed to his ideas because are opposed to Obama. They generally don't like him, so they aren't supportive of his ideas. If President Obama wants to get things done, then he has to do it by himself because Congress, which is controlled by Republicans, won't work with him. He'll have to use the power allotted to him to pass his ideas.

  56. Obama plans to implement paid leave, increased minimum wage, and pay equity. Obama shows sympathy for the average Americans that have to make it by on an every day basis. He clearly states that “To everyone in this Congress who still refuses to raise the minimum wage, I say this: If you truly believe you could work full time and support a family on less than $15,000 a year, go try it,” the president said. “If not, vote to give millions of the hardest-working people in America a raise.” He understands that in today's advancing nation that constantly undergoes modernization needs a change for the welfare of the country. It's the 21st century, these absurdly low salaries make no one's life any easier. The Republicans oppose Obama because they are the wealthy and he has stated that he would like to implement higher taxes on them. At the same time that he has tried to enforce some of the largest domestic reforms, he doesn't have the power to unilaterally implement them on the people without the support of congress, both Democratic and Republican.

Instead of mandates on employers, the Congress is placing legislation that would deregulate industries rather than regulate them. If President Obama wants to get things done, he will have to use his executive power to implement the laws he can. This is so because the entire House of Representatives is dominated by the Republican Party, and therefore would make it impossible to pass any bill of legislation that the Republican Party disagrees with.

This will help the economy because those in highly condensed areas would benefit the most and a lot of money would be placed in the economy and save tax dollars . Republicans opposed to these measures because they feel it will damage everything from small businesses to teens searching for jobs . If Obama wants these things done he will have to do it himself and he will veto anything in the way of that .

We are behind, how are we suppose to lead a nation if we are still developing ourselves. Through giving paid sick days, we are giving support to those who need it. For example, teachers get paid sick days and cafeteria workers don't. A teacher does not have to come to school when they are ill, but if a cafeteria worker gets sick then they will probably still come to school and spread the sickness. All because they need the money that badly.
    Republicans have so far blocked the bill in both chambers. The president instituted a new minimum wage of $10.10 for workers under federal contracts. Republican believe that because of this small businesses will lose alot, now that they have to pay the minimum wage workers more money.
    The president doesn’t have the power to unilaterally enact the largest domestic reforms he proposed, such as a hike of the capital gains tax on the wealthy. That means many of his proposals were declared non-starters before he even delivered them. But he once again promised to pursue more modest measures through executive action.
