The Racist Housing Policies That Helped Fuel the Anger in Ferguson

  1. Segregation means different racial groups are separated from other people or things. This meant black people or other races are not allowed in white schools or banks. The term “Redlining” means denying certain racial groups houses, banking, services and more. Missouri had a redlining election in 1916 where many black families were designate to areas known as “Negro Blocks. Relators were allowed to sell homes in these “unrestricted zones”. Due to these “unrestricted zones” the Home Owner’s Loan Corporation also played a part in segregated economics. Black residents were unable to receive mortgages with lower interest rates and down payments. Black families were stuck in these restricted areas. The racial segregation affected the household value of homes. Since black people could not buy homes, and discriminatory practices depressed the values of homes owned by black people, there is a huge wealth gap. In a common black household has $75,040 in wealth stored in their home, while white households usually hold $217,150. There also been gaps in the average household income in St. Louis County and Ferguson. In Ferguson, the average household income is $37,500, while St. Louis County as a whole it’s $58,500. More black people live in low-income areas because they do not make as much and the past’s housing policies. They should give better mortgages to black people. To undo the Home Owner’s Loan Corporation’s mistake black people should be given better mortgages, so there are able to make more money in the future. If there is economic equilibrium between white people and black people then there would less racial issues. The biggest issue to achieve equality is racial economics. Today, areas that are dominated by black people or white people is due to the major difference in their incomes.

"Redlining" is the practice of denying, or charging more for, services such as banking, insurance, access to health care, or even supermarkets, or denying jobs to residents in particular, often racially determined, areas. It affects Missouri because in 1916 "redlining" was implemented and this caused blacks to "Negro Blocks". It is affecting their economy because it affects the value of their homes. Now there is a huge wealth gap between the two races. The average black household has $75,040 in wealth stored in its home, while the average white one has $217,150. Overall, the gap in wealth between white households and black ones was $84,960 in 2011. In Ferguson, the average household income is $37,500, while St. Louis County as a whole it’s $58,500. My solution to this problem is that when somebody applies for a loan race shouldn't even be a factor. The U.S. government should take action and perhaps implement laws that will help with these problems.

According to dictionary.com, segregation means to separate or set apart from others or from the main body or group and redlining is a discriminatory practice by which banks, insurance companies, etc., refuse or limit loans, mortgages, insurance, etc., within specific geographic areas, especially inner-city neighborhoods. After a ballot measure in 1916, Missouri began redlining. Redlining affected and continues to affect black families in Missouri because it led to the creation of “Negro blocks.” These “Negro blocks” later led to “unrestricted zones,” which were areas that people were able to sell property to black people. Outside of these areas, the real estate agents could lose their licenses if they sold to black people. But in 1934, the Federal Housing Administration (FHA) made black families ineligible to receive lower interest mortgages. Due to this, the house values significantly decreased and they were shut out of the mortgage market. The segregation is affecting the economics of this community because of the decreased values of homes of the black families. There is a huge gap in house prices between black and white families. The average white household wealth (stored) valued at $217,150, while the average black household wealth (stored) valued at $75,040. Another major difference is the average income between families living in Ferguson and St. Louis. The average income for a family in Ferguson was $37,500, which is where black families live and the average income for a family in St. Louis was $58,500, which is where white families live. My solution to this problem would be to stop the segregation of Ferguson and St. Louis families. Instead of having one area for high-income people and one area for low-income people, both low and high-income people should be able to live near each other without making it a problem. In doing this, the house values could increase and there would be equality all around, which could also lead to a stabilized economy. A stabilized economy would be the result of equality between blacks and whites.

Redlining is when people refuse (a loan or insurance) to someone because they live in an area deemed to be a poor financial risk. Redlining in Ferguson began from a ballot measure in 1916, and that created the distribution and creation of “Negro Blocks” which were deemed the only appropriate places for blacks to live. Then, 1923, the St. Louis Real Estate Exchange created unrestricted zones where the realtors were only allowed to sell to blacks, and they could get fired if they tried to sell to others. Because of all of the real estate procedures, the black and white populations became severely segregated. Some neighborhoods were almost all completely black, with an extremely small white population. Also, The Home Owners’ Loan Corporation, started security ratings on the neighborhoods and would give predominantly black neighborhoods D ratings while white ones got A ratings. Working in conjunction with them, then FHA used those similar ratings, which meant blacks missed out on low interest rates and down payments, and the value of their homes decreased. And, to make things worse, the average black household has only $75,040 in wealth stored in its home, while the average white one has $217,150. This problem of segregation continues today, and most people in the U.S. think that racism isn't a problem anymore, when it really still is. What we need to do is eliminate redlining and segregation completely. We need to give equality to blacks and make sure that they get the same benefits and rights as whites do. If we ever want to move past this, we have to embrace the future with new and equal rights for all American citizens.

In 1923, the St. Louis Real Estate Exchange included a referendum that created “unrestricted zones,” those neighborhoods that were allowed to be sold to the black population. By 1941, the zones were combined into one restricted district and the exchange began using covenants that the prohibited and restricted the selling and use by blacks. This example of segregation has had affects on the present. These led to the creation of suburbs, as blacks could not enter for the enforcement of restrictions that were made to keep them out. As the average white person lives in a neighborhood that is 75% white and 8% black, the average black person lives in a neighborhood that is 45% black and 35% white. Racial housing had affected parts of a community’s makeup but also the economics. The average black household has about $75,000 of wealth stored in their home as an average white home has more than $84,000. In this case, the creation and use of segregation in Ferguson has been enforced since the early 1900s and even then on. The change in any of regulations will be well over due and in the end will confuse the adapted population. Though, to the population, it may be unlikely to live under the same regulations as different races, segregation can only be defeated by the uniting of people. It is the economics and the regulations that continue to separate the people, and as those being to become more equal, then the people will get use to conditions and will help the overall situation.

The home values have decreased and tbose who can afford to move are trapped in inner city neighborhoods. My solution to this problem is for new housing policies to be established and equal treatment no matter what race you are. Injustice has occurred for many years. With three- fourths of the police department being white and discrimination rampant chaos will sadly continue.

  8. Segregation is the act of segregating, in which this situation was between colored and white people. Redlining is marketing black neighborhoods with D's and red coloring. This made mortgages ineligible for backing. Racial segregation affected economics with blacks being been shut out of purchasing homes, wealth, discriminatory practices depressed values lead to the continuation of a great wealth gap. My solution as with all segregation is understanding that we were all are created equal. Were only able to greater ourselves by our willingness to learn and apply that learning in order to grow. It's the natural evil that makes one thinks that he's better than another, and this great worldwide trend is in desperate need of change.

The Federal Housing Administration would mark black neighborhoods with Ds in red coloring to insure private mortages. This affected black families in Missouri because they were only able to buy what they wanted in areas that Realtors wodecreauld sell them, They also were unable to receive lower interest rates and down payments required for mortgages with FHA backing. Most black families were blocked out of the real mortgage market, the value of their homes decreased substantially, and even the people who could afford to move were unable to because of the restrictions placed on where they lived. According to the article, racial segregation has affected the economics of this community. Given that blacks have not been given the ability of buying homes, and discriminatory practices made the values of those who did manage to buy houses decline. This caused a great gap in wealth between black and white households. My solution to the problem is to provide grants to ghetto areas, to fix up the place and race property values. Also balance the amount of races on the police force in an attempt to cut back on racial tension and fear of being shot due to race.

Ferguson, Missouri is the ninth most segregated area between blacks and whites in the United States; the tension just seemed to heighten after the death of Michael Brown. The whites who live in Ferguson work together with the people in higher power, leading to redlining with the tallies of the 1916 election. Redlining is the practice of readily denying or limiting financial services to specific neighborhoods, generally because its residents are people of color or are poor. In result of the redlining, an ordinance was created as some areas called “Negro blocks” but was prohibited by the Supreme Court when another city wanted to do the same thing. Later in 1923, St. Louis Real Estate Exchange coined a new name for them; “unrestricted zones” where they could only sell those houses to blacks, if not they would lose their licenses. Black families in Missouri are now forced to settle in theses “unrestricted zones” because the whites and the people in power are both working together to keep belittling the blacks. Having the D zones, the lowest grade, was mostly composed of blacks, seventy-five percent of people renting or buying homes there. By 1960, about sixty percent of the whites migrated to the city, and the black population was growing, leaving the area predominantly black. The overall population in St. Louis is three-fourths white and a quarter black. With this major separation, the economy suffered as well. Blacks weren't allowed to buy houses, which is a big profit. The gap between black and white wealth was $84,960, whites having $217,150 and blacks $75,040. A major problem Ferguson faces is that the police patrolling the streets are basically all white, only eight percent being black. With the ways things are going with our police force, the black communities would probably feel a whole lot more safe if there were more black police officers so they don’t feel as though they will get arrested or gunned down from walking in the streets. As the days go on this is becoming more and more of a problem, so the longer the people of Ferguson take to make stop the chaos and actually make a difference, but until the people stop all of the madness going on than nothing will change. I don’t think those in power would jump at the chance to help them, so they are going to have to find another way and the economy wouldn't stabilize until those in power agree to help.

They created these zones in the historically black neighborhoods where members were allowed to sell to black people, but if they sold them outside of the zones then they could lose their licenses, only if they sold property to a black family. Police forces over the country is 75% white on average. There is also a huge gap in how urban and suburban residents look at their police forces. The first thing I would do to try and fix all of this is stop segregation immediately. Also maybe to combine everyone together and have a combination of people and try to balance out the race. Have rules and regulation where it’s mandatory to perform if there is any racist acts, and be really strict on it. Another thing is that people now a days don’t really know what racism is anymore, they just think its whatever and think that everything people say to one race is racist. We have to give everyone equal benefits and rights and wealth. We also need to stop redlining. If we do and not just talk, everyone would be happy and equal. If everyone is equal, then the economy will increase because everyone's houses are pretty high and people would sell and buy them more, plus there wouldn't be such a big gap.

Also in St.Louis security ratings were common in white neighborhoods and rare in black ones. City's population fell 8% between 2000-2010. The gap in Ferguson households is in the median household where it's income is $37,500, but $58,500 as a whole in St. Louis County. Their should be equal amount of blacks in the police force. Then include people with a respectful attitude towards other races.

Redlining is the designation of certain zones/neighborhoods as "white blocks" and "Negro blocks", or separating communities based on race. This form of segregation has affected black families in numerous ways. Redlining began in 1916, but it was overturned a year later. In 1923 the St. Louis Real Estate Exchange adopted a referendum which segregated blacks into "unrestricted zones" in which members were able to sell to blacks. If they sold to blacks outside of these zones, however, their licenses could be revoked. In 1941, all zones in St.Louis, Missouri were merged into one restricted zone. This resulted in the St. Louis exchange using covenants, which prohibited blacks from buying or using certain property. The Federal Housing Administration began using race in determining a house's qualification for FHA backing. Most of the houses in black communities were graded low, disqualifying them from receiving FHA backing. As a result, black families were unable to get the low interest rates and down payments that were required for mortgages with FHA backing. I would suggest a change in these systems because it would attract people of other races to this type of community because there sense of security, when buying a home in such an area, would increase. I also believe that a specific credit score should be required to receive certain loans, regardless of race.

    Segregation is the separation of blacks and whites in society. So for example back in the days during segregation whites and blacks were forced to use separate facilities like bathrooms and water fountains. Redlining can be to deny or charge more for certain societal services such as banking healthcare, insurance, jobs etc. Redlining back in the day took practice in denying black people from gaining employment in certain jobs or being able to purchase property in certain zones. In St.Louis Missouri this was the case. African Americans experienced a restriction known as the "Negro Block" which prohibited them from purchasing property unless they were within certain boundaries. This affected the economics of the community by decreasing property values of homes owned by blacks. I would attempt to solve this segregational problem by offering 'economic incentives' (extra points for using my vocal word ;D) in order to retain a racially balanced community. I would go about this by offering tax write-offs for people who live next to someone of the opposite ethnicity. This I understand can be problematic which is also why I'm glad I'm not a politician. Another thought is if we adopt equal income distribution, that way there would be no separation between "classes" and thus races.

  19. Segregation is the separation of certain racial groups, in this case blacks and whites. Segregation is seen in schools, communities and even banks and certain places you shop. The fact that segregation still exists is frustrating especially when Bryce Covert mentions the economy with segregation. Imagine how productive and high our economy would be if there was no racial segregation in buying a house or getting a job. After looking on the top segregated cities in the U.S and seeing my hometown Wayne, New Jersey as number THREE, that really upset me. The term "redlining" means certain banks or insurance companies etc. are discriminatory and won't give a loan to certain racial groups, in this case, the blacks. This effects black families in Missouri by making their community of blacks have houses that are of lower worth and giving low income jobs to the blacks making it harder to get by. Racial segregation is effecting the economics of this community. With not being able to buy a nice house that can be worth a lot on the market in the future, it hurts the economy. The difference in the white household's and black household's wealth is 84,960. How could an economy be strong with that difference in racial groups? My solution to this problem is to get some government intervention. The government should get rid of the "unrestricted zones" and private mortgages. Everything should be publicized because clearly private mortgages and A/D rated zones is discriminatory in itself. There is no way to stop discrimination in some people's minds and the way to lower segregation in cities is to get rid of the private discriminators running businesses.

It comes from the idea that banks outline low income neighborhoods and classify them as "no-loan" areas. In 1916, in Ferguson, Missouri, blacks were only allowed to buy houses in "Negro blocks." This caused separation between black families and whites. This would also create tension between the two races. Racial segregation is also affecting the economies of this community by lowering the housing value of the houses in the black zones. Redlining means refusing or limiting mortgages, insurance, etc., in specific areas, by banks and insurance companies. In 1916, this affected black families because Missouri began redlining. Missouri created "Negro Blocks" which eventually led to the creation of "unrestricted zones" allowing people to sell real estate to blacks only in these areas or they would be punished. According to the article, this racial segregation is affecting the economy of this community because of the unnecessary decrease in value of the homes only available to blacks. The homes allowed to be bought by black families were noticeably lower than those bought by white families just because they were on these "Negro Blocks" even if they were good homes. My solution would be to cut all this segregation and racism in our community. This gap is becoming greater and greater and creating a dramatic incline in not only their crime rate but their economic hardships. Clearly, it would be easy to say there just needs to be a stop in segregation, but it's easier said than done. We need to start treating each other how we would like to be treated. If you would want white cops in your white neighborhood, because it would make you feel more comfortable. Maybe we should do the same for blacks, if they feel more at peace with black cops, that is what we should give them. Why are we not doing everything we can to try and keep peace throughout the world? There is no easy solution but something needs to be done!

This is causing communities to be primarily white or black because the value of their home is based on race. My solution to this issue is that we should blend neighborhoods. I really don't know. Not everybody wants to be around other races, but they will have to move somewhere else. Everybody can't be pleased in this situation. If we blend neighborhoods, though, there will be some sort of balance. I'm not really sure where people in this country can go if they only want to surround themselves with their kind. Hmm. Maybe they can form communities dedicated to the history of their people to unite their race. I'm not sure if that's a good idea. It's hard to find a balance between pride and segregation because feelings will get hurt. Truth is everybody doesn't want to be around other races; my advice is just stay home and live a sheltered life if you can't get out and be around others. Learn. Grow.

For many families in Missouri redlining had become a large issue making home owners loan corporations look like they were apart of the segregated economics. Realtors weren't allowed to sell homes and unrestricted zones the zones were black people reside.Black people were unable to receive mortgages with low interest rates and down payments. Wealth gap began to form because black people could not move out of the restricted zones and it increased the value of their homes. And Ferguson there also is a wealth gap between the blacks and whites so black people should receive a lower mortgage so they are able to make more money in the future or at least be able to become equal with white people which will help stabilize the economy and lesson racial conflict.

St. Louis continued to minimize blacks as years progressed into 1923 when a new name was created for the law, "unrestricted zones". It's ridiculous to think that its right to treat people this way. Blacks are put into homes that the whites approved for them and they are being put into run down areas which creates a chaotic, dangerous environment and then the whites come in and blame them and then start letting gun shots fly. The problem with Ferguson is that the police population is most likely whites even in major cities most of the police officers are white. Although in areas such ad Ferguson i believe the people would feel more safe and appreciate a black officer roaming around the streets instead of a white officer. If more black officers were to join the force the people would feel a bit more at ease due to the diversity and the tensions and riots will diminish.

Racial housing segregation has contributed to the enormous wealth gap between blacks and whites. In 2011, the wealth gap between white and black households was $84,960... There is also a vast difference between the way urban and suburban residents view their police force; with less than 6% of police being black in Ferguson, where 67% of the people are black, there is a racial disparity that contributes to the views of police as a sort of specter towards blacks. In my opinion there needs to be an establishment of equality: redlining needs to stop and the people must integrate or this separation of power, wealth, and views will continue to interrupt this community. Instead of putting restrictions on housing concerning race, maybe there should be quotas based on the quantity of various races in the police force and extensive security/surveillance on what the police are actually doing.

This affected black families in Missouri because St. Louis began a redlining election in 1916, which won by a substantial majority that started creating an ordinance that designated some areas as “Negro blocks." and now the black residents were unable to receive mortgages with low interest rates and down payments. The racial segregation is affecting economics in this community because it is causing a major racial wealth gap of $84,956 and decreased values of homes of the black families. Also, for an average black household it has $75,040 in wealth stored at the house, and for the average household of whites it has $217,150. My solution to this problem would be to make sure that in our community, there is equality; basically stopping segregation and finding peace.

  52. Segregation is the act of seperating someone or something apart from another party/group of people. Redlining is the practice of denying for service (i.e mortgage rates) usually racially determined. Black families' homes were not getting the full value of thier home, on average they lost about $85,000 on the true value of thier houses. The finacial gap between white and blacks causes a seperation of living conditions and segregation in a way. With the group making more money (whites) having nicer looking homes then blacks with their lower wages living in ghetto conditions. Now with the pre judgment of the ghetto and who lives in it police will naturally be more on edge and be quicker to assume the worst out of people living in the ghetto just because of the enviorment which they live. This causes not only a continuing gap between white and blacks but aslo a fued war which is also bad for money because now who's going to buy their homes anymore? To fix this banks and the FHD are going to have to start judging the ghetto and giving real values of houses to get out of the rut ghettos areas are in.

According to Dictionary.com, redlining means "a discriminatory practice by which banks refuse or limit loans, mortgages, insurance, etc., within specific geographic areas." Redlining has been used in the area around Ferguson which caused black residents to miss out on the lower interest rates and down payments required for mortgages with FHA backing. Most black families were shut out of the legitimate mortgage market, their home values decreased, and those who could afford to move were trapped in inner city communities by restrictive agreements. Racial discrimination segregating the Ferguson community affects the economy since black families have a harder time living in "A" security rated white neighborhoods, a huge source of wealth, and segregated practices depressed the values of those who did manage to buy houses, which causes a huge racial wealth gap. The Ferguson police department needs to change the ethnic group and draft more black police, get some black deputies, train new black recruits, anything that can make their department more diverse so that the people living in St. Louis will not feel as if they are are being discriminated for their skin color.

This began after a ballot measuring in Missouri, in 1916. This led to the creation of "Negro Blocks", later leading to "unrestricted zones", areas where property could be sold to black people. If a realtor were to sell to a black family outside of these zones, he/she could lose their license. This discrimination then leads to economic conflicts in the community. When the FHA labels a black neighborhood with Ds it affects black families in Missouri because their homes' value decreases, and they end up being trapped where they are because of redlining and restricted covenants. As a result, the average black household has $75,040 stored in its home, while the average white one has $217,150. How do we solve this problem? How do we stop fueling this racial fire? I say, enforce the obvious. Integration-segregation's opposite. Further integrate the police force by setting a quota for the races. Stop redlining. Every person, no matter their skin color should have the same equal rights to property.

  56. Segregation is, in simplest terms, the means of separation. In this article, the word "segregation" would be used to demonstrate how people of different races are separated into different housing areas.
    Redlining is a term used to describe the act of refusing to give a loan or insurance to someone based off of were they live, and what their financial income may be. If someone has poor financial stability, they are deemed to be a poor financial risk. Many of the black families in Missouri were affected by this policy because of segregation. Since a lot of the black people lived in ghetto, run-down areas, they were refused loans and/or insurance, and this could impact them harshly. If they aren't allowed to get loans, then they're still living off the small income they make, and they won't be able to make it out of the ghetto since they can't afford anything else.

Neighborhoods with black families can be perceived as very dangerous, and on the other hand, neighborhoods with white families can be perceived and more secure and safe. White families will bring in more income than black families, so they can afford to buy bigger and better houses with more security.
    I honestly do not believe there is any solution to this problem. Whether you remove the blacks or the whites from the area, someone get hurts in the end. Maybe if people weren't so ignorant as to believe all of these views and stories of black people, this wouldn't be so hard on Missouri or even black people around the world. If people could get out of their own selfish worlds they'd be able to realize that the color of one's skin doesn't automatically determine the person on the inside.

According to the article racial segregation has affected the economics of the community because of whites fleeting the city for the suburbs in St. Louis, but blacks couldn't follow, kept out due to restrictions. My solutions, to all this, would be to end the segregation. And to achieve this, the resolution needs to come from real estate and restrictions on "struggling" home, and not allowing them to move past the restriction made.

  61. In the Webster dictionary segregation means compelling racial groups to live apart from each other. Redlining is denying banks insurance companies to refuse loans in certain areas. This led to some area being known as " Negro blocks". Some members were allowed to sell to black people in unrestricted zones. In 1941, zones were combined into one restricted district, and in the St. Louis exchange they used covenants that restricted use and resale of properties to black people. Also in St.Louis security ratings were common in white neighborhoods and rare in black ones. City's population fell 8% between 2000-2010. The gap in Ferguson households is in the median household where it's income is $37,500, but $58,500 as a whole in St. Louis County. We should be blind to color when choosing are armed force. We should really be blind to color for anything really.

During the Civil Rights Movement everything was segregated. Bathrooms, restaurants, buses, schools, basically everything in the nation. Redlining is the practice of denying, or charging more for, services such as banking, insurance, access to health care, or even supermarkets, or denying jobs to residents in particular, often racially determined, areas. This affected the black families in Missouri by separating black families from the white families. They designated black families to live in “Negro blocks”. Then, 1923, the St. Louis Real Estate Exchange created unrestricted zones where the realtors were only allowed to sell to blacks, and they could get fired if they tried to sell to others. Because of all of the real estate procedures, the black and white populations became severely segregated. Some neighborhoods were almost all completely black, with an extremely small white population. Also, The Home Owners’ Loan Corporation, started security ratings on the neighborhoods and would give predominantly black neighborhoods D ratings while white ones got A ratings. Working in conjunction with them, then FHA used those similar ratings, which meant blacks missed out on low interest rates and down payments, and the value of their homes decreased. With the ways things are going with our police force, the black communities would probably feel a whole lot more safe if there were more black police officers so they don’t feel as though they will get arrested or gunned down from walking in the streets. According to the article racial segregation impacts the community's economics by not allowing blacks to purchase homes because they have been redlined. A home is a major source of wealth which goes that much further to limit blacks. For example the average black home has $75,040 in their home while the average white households have as much as $217,150 that's an astonishing difference of roughly $85,000. If it was up to me I would eliminate redlining which just makes it difficult for those seeking better for their future. By eliminating redlining the levels of segregation will then start to decline eliminating the D classified living zones, creating a better economy for the state.
